The
Department of Industrial Policy & Promotion (DIPP) is administering the
Patents Act 1970, the Trade Mark Act 1999 , Geographical Indications of
Goods Act, 1999 and Designs Act, 2000. The
Department in consultation with other Ministries of the Government of
India also coordinates issues relating to World Intellectual Property Organisation (WIPO). With a view to further broad base this consultation
process an Intellectual Property Rights (IPR) Forum has been set up in
the website of DIPP. The Department welcomes comments / views from
individuals, organizations / stake holders / interested parties under
the following three Sections :
(A)
Issues under discussion in WIPO;
(B) Issues relating to Patents, Trademarks, Designs and GI;
(C) Other issues.
To keep the discussion focused, specific documents / issues will be
posted in Sections (A) & (B) on which comments are invited. General
comments / views relating to IPR issues handled by this Department may
be posted under (C) – other issues.
Wherever a meeting date or a deadline has been mentioned it is requested
that the comments / views be posted 10 days before such date. It may be
difficult to take into account comments posted subsequently.

1. Committee on Development and Intellectual Property (CDIP), Fifth
Session
The WIPO General Assembly in 2007 established a Committee on Development
and intellectual property with a view to discuss development related
issues related to intellectual property rights.
The fifth Session of the Committee is scheduled to be held on April
26-30, 2010 at Geneva, Switzerland.

Inter-governmental Committee on Intellectual Property and Genetic
Resources, Traditional Knowledge and Traditional Cultural Expressions :
Sixteenth Session
The IGC was established by the WIPO General Assembly in October, 2000.
It provides a forum for debate and development of legal mechanisms and
practical tools concerning protection of genetic resources (GR),
traditional knowledge (TK) and traditional cultural expressions (TCEs)
against misappropriation and misuse, and the intellectual property (IP)
aspects of access to an benefit-sharing in genetic resources. The IGC is
currently engaged in evolving the text of international legal
instruments(s) which would provide effective protection to GR, TK and
TCEs.
The sixteenth session of the Inter-governmental Committee is scheduled
to be held on May 3-7, 2010 at Geneva, Switzerland.

Committee on Information Technologies
Standards and Documentation Working Group
The Standards and Documentation Working
Group (SDWG) of Standing Committee on Information Technology (SCIT) held
its 11th session from October 26-30, 2009. A working paper
on mandate of the Committee on Global IP Infrastructure (CGI) has been
prepared on the basis of the suggestions received from developed
country. It is requested that assessment and comments on the utility of
the projects proposed by various countries under CGI may be provided by
the 24th March, 2010.
